Two Chinese tourists were arrested on vacation in Germany for giving the Nazi salute outside Reichstag. Police officers guarding the lower parliament house saw the men take the photos with their cell phones, and arrested them immediately. Recently China added the European Union to its list of approved travel sites, so it is unclear if the surge in tourists know the rules in Germany.
